Conference – Workshop to evaluate the 5 year – implementation of Cultural Day of Vietnam Ethnic Groups

(LVH) – Accordingly, this morning 18th April 2014, at the Headquarter of Ministry of Culture, Sports and Tourism, the Conference – Workshop to evaluating the 5 year – implementation of the Decision No. 1668/QD-TTgy dated 17th November 2008 of Prime Minister on the “Cultural day of Vietnamese Ethnic Groups” (19th April 2009 – 19th April 2014) to assess the achieved results and shortcomings and discus the orientation, plan and main tasks in the coming time. Deputy Minister of Ministry of Culture, Sports and Tourism Ho Anh Tuan, Director General of Department of Ethnic Culture Hoang Duc Hau co-chaired the Conference - Workshop.

The participants included the representatives of the leadership of the Central Board, Departments, Ministries, Committee on Ethnic Minority Affairs, Ethnic Council of the National Assembly and the Vietnam Fatherland Front Central Committee, Ministry of Culture, Sports and Tourism in localities, representatives of leaderships of Department, General Department, Institute and of history, leaders representing General, Departments and Institutes and representatives of Departments of Culture, Sports and Tourism of localities, some artisans, village elders and chiefs and numerous reporters and media.
The report after 5 years of implementation of Decision No. 1668/QD-TTgy dated 17th November 2008 of Prime Minister on the “Cultural day of Vietnamese Ethnic Groups” (19th April 2009 – 19th April 2014) clearly stated that the organization of popularization, full awareness, program development, planning, direction, coordination between Departments, Ministries, Branches and localities had been implemented with the participation and positive response of numerous public officials and officers, workers, ethnic minorities in localities and the task of organization had a lot of contents associated with the national target programs such as poverty reduction in the regions and localities integrated with the movement "all people unite to build cultural life in residential areas ".... The propaganda and education was actively involved by media agencies regularly with many forms, rich contents and intensiveness. Activities, practical works to develop the course of education, training, employment, production, culture, health, poverty alleviation and literary and artistic creativity were promoted and implemented to achieve certain results etc. However, there were still exist many difficulties in implementing, for example, the coordination between the Boards and Ministries, Industries and local authorities was not regular, closely; the system of cultural and sport institution, entertainment locations of ethnic minorities in many places still were not guaranteed for the organization of activities; difficulties in funding operations etc.
On that basis, the report stated clearly that the orientation should continue to promote the achievements and overcome difficulties and limitations, in particular, the coming years would have many national events, so localities should continue to enhance effectively, practically, more extensively the implementation of Cultural Day of Vietnam Ethnic Groups, promote the dissemination, education and promulgation of the mechanism of suitable preferential policies to attract people to participate in response to cultural activities etc.

At the Conference - Workshop, most participants agreed that the implementation activities of the Decision of the Prime Minister on the Cultural Day of Vietnam Ethnic Groups focused on the local facilities in which the direction of activity organization at all levels must stem from the real needs and aspirations of ethnic people at the grassroots and must respect their customs and practices, attract a large number of people to participate as well as inspire and promote the values of traditional festivals, nice customs of the people etc

Giving speech at the Conference - Workshop, Dr. Tran Huu Son, Director of Lao Cai Department of Culture, Sports and Tourism shared that after implementing the Decision of the Prime Minister, Lao Cai had many methods of implementation and drew some good experiences. Accordingly, the experiences should be promoted at the localities that from determining the Culture Day of Vietnam Ethnic Groups as the form of honouring the national cultural identity, it was necessary to advise, develop programs, make planning and mobilize the political system, industries at all levels to join the Culture Day activities and promote the creativity in the organization of these activities as well as build a consistent mechanism in linking, integrating the targeted programs and projects not only to homer the national cultural value but also contribute to the poverty reduction in the localities.
Emphasizing on the concern about the preservation of local cultures and national cultural spaces and the promotion of cultural activities of ethnic minorities in place more, the delegate Lu Ngoc Cu, Commissioner in charge of the Central Highlands Steering Committee said that in recent years the organization of the festival was in favour of "cultural stage", the festival should ensure the original and should be more intensive and massive, the organization still was limited, in some places, especially as in the Central Highlands, foreign cultural factors had a major impact on daily life, culture, religion and beliefs of the people. Therefore, the preservation of indigenous culture of each regions and localities in and the Central Highlands in particular should aim towards the sustainable development and cultural selection with the focus; the conservation must be associated with the enhancement of education, science and technology level to the people, making the “all people unite to build the cultural life” activities more practical and effective etc.
Regarding the activities in order to honour the Cultural Day of Vietnam Ethnic Groups, a number of central agencies and local units had organized many significant events and cultural activities in Thanh Hoa, Lao Cai ... and at the Vietnam National Cultural Village for Ethnic Culture and Tourism.

Speaking at a Conference – Workshop and emphasizing on the role and achievements of the Cultural Village in the past few years, especially from 2009 to the present, the delegate Nguyen Dinh Loi, Deputy Head of the Management Board of Village affirmed that the Decision of the Prime Minister on the Cultural Day of Vietnam Ethnic Groups became a prerequisite for the Village Management Board to successfully organize several cultural events which created an important mark of identity and became a brand on each occasion of Cultural Day of Vietnam Ethnic Groups – 19th April in particular and in the annual events held at the "Village" in general.
Sharing about the issue of organization and participation with people in building the cultural life at the localities, the delegate Vi Van Lit (Thai ethnic people, Na Bo Village 1, Muong Sao Commune, Moc Chau district, Son La province) said that the reality at the grassroots showed that officers must set an example of overcoming the poverty and difficulties, together with people to build the healthy life for village. It should organize the healthy exchange of culture, performances as well as propagate and encourage people to speak their own language, organize the singing contest and ethnic language speaking contest which was a one of ways to avoid the social evils in villages and remote regions etc.

Concluding the Conference – Workshop, Deputy Minister Ho Anh Tuan was grateful to the enthusiastic opinions and exchange from the participants, to the very specific comments from the local reality, and the ideas with high generality which made practical contributions to the better organization of activities on Cultural Day of Vietnam Ethnic Groups in the coming year.
Deputy Minister Ho Anh Tuan affirmed that in the last 5 years, in addition to the achieved results in the process of organizing and implementing the activities on the Cultural Day of Vietnam Ethnic Groups across the country, there were still shortcomings, weaknesses; Ministry of Culture, Sports and Tourism, together with the competent agencies were in charge of summarizing and reporting to the Prime Minister and recommended to resolve and overcome these problems so that the Cultural Day of Vietnam Ethnic Groups really "penetrated" in the facility and created a solid foundation helping to build an advanced Vietnamese culture imbued with the national identity.

Deputy Minister of Ministry of Culture, Sports and Tourism Ho Anh Tuan represented the leadership of Ministry to grant the merits of Minister, medals for the course of culture, sports and tourism to the individuals and collectives with great contributions to the sector of culture, sports and tourism in the past 5 years.

Consequently, the delegates visited the Vietnam National Village for Culture, Sports and Tourism, participated in the activities in the frame of anniversary of 5 year – implementation of the Decision of Prime Minister on the Cultural Day of Vietnam Ethnic Groups at Dong Mo (Son Tay, Ha Noi).
