Positions, functions, duties, rights and organization mechanism of Human Resource Department

►Positions, functions
Human Resource Department is the professional body directly under of Management Board of Vietnam national Village for Ethnic Culture and Tourism, having function to consult, help General Director of Management Board of Vietnam national Village for Ethnic Culture and Tourism (hereafter referred to as General Director) and manage machinery, organize human resources, train and develop human resources serve for activities of Vietnam national Village for Ethnic Culture and Tourism.

► Duties, rights
1. Research, build organization mechanism, apparatus, workforce of Management Board of Vietnam national Village for Ethnic Culture and Tourism to present General Director for decision or to present appropriate authorities for decision.

2. Build, present General Director to decide functions, duties, rights and organization mechanism of the units directly under Management Board of Vietnam national Village for Ethnic Culture and Tourism.

3. Construct organization and operation Charters of Management Board of Vietnam national Village for Ethnic Culture and Tourism for General Director to present Minister of Culture, Sports and Tourism; construct working Regulation of Management Board of Vietnam national Village for Ethnic Culture and Tourism to submit General for promulgation.

4. Construct recruitment plans, use employees; make planning, plan for training, cultivating specialty, profession for employees, labourers; make planning for leading and managing employees under Management Board of Vietnam national Village for Ethnic Culture and Tourism, submit General Director for consideration, decision or present the appropriate authority for approval; organize and implement them after being approved.

5. Organize and implement to raise salary, raise scale, move scale of public servants, officials, appoint, reappoint, dismiss, commend and reward, discipline, resign, retire for employees and labourers in accordance with law’s regulations and Decentralization of Ministry of Culture, Sports and Tourism.

6. Preside, combine with the units related to constructing labour assessment, by-laws, regulations about salary, bonus, apply wage fund hire, expense hire; implement treatment policy, social insurance policy, health insurance for public servant, officials and labourers under law’s regulations.

7. Construct, present General Director decide title structures, professional standards of employees and labourers under Management Board of Vietnam national Village for Ethnic Culture and Tourism.

8. Total up, summarize, classify, assess quality of employees and labourers to present General Director consider, notify appropriate authorities in accordance with the regulations.

9. Implement procedures for employees and labourers to go on a business trip, study and solve private affair under law’s regulations and decentralization of Ministry of Culture, Sports and Tourism.

11. Make standing internal political work of body; solve claims, proceedings in employees organization field under law’s regulations; popularize, guide, check and organize to implement policies, regimes for employees and labourers under the current regulation.

12. Manage and update curriculum vitae, records of employees and labourers and internal records in accordance with the regulations of law and of Ministry of Culture, Sports and Tourism.

13. Be clue to help General Director manage, guide and implement procedures of issuing, amending, withdrawing lalour license for foreigners, oversea Vietnamese coming to work and operate investment at Vietnam national Village for Ethnic Culture and Tourism according to law’s regulations.

14. Manage employees, manage records, documents, assets of Human Resource Department under the regulations of law and of Management Board of Vietnam national Village for Ethnic Culture and Tourism.

15. Implement other duties assigned by General Director.

► Organization mechanism
1. Human Resource Department has General Director, Deputy General Director, professional officials.

2. General Director of Human Resource Department is responsible to assign employees according to title structures and professional standards approved by General Director.
